The National Open University of Nigeria (NOUN) is an online distance-education university, in the process of growing into an Open Educational Resource (OER)-based Open University, with the aim of making higher education accessible to broad segments of the Nigerian population. NOUN is the first Open University in the world with such a full-fledged OER implementation route, with a special focus on the development of Massive Open Online Courses (MOOCs). This style of education is centered around specific principles of open entry, freedom of time, freedom of place, open programming, and open to all people and groups.
